Tasks and activities
The National Courts Administration is responsible for the central administrative functions of all courts, and the administrative support functions of the Judicial Appointments Board and the Judicial Training Board.
Performance management
The National Courts Administration makes a proposal to the Ministry of Justice on appropriations for the operating expenditure of the courts and boards and decides on the allocation of the appropriations to the courts and boards in accordance with the approved budget. The Administration monitors the performance of the courts and conducts studies and assessments concerning it.
Premises and information systems
The Administration is in charge of the premises management of the courts, in so far as the power of decision in this regard does not lie with the Ministry of Justice. It is also responsible for the maintenance and development of the information systems of the courts.
Development of competence
The Administration organises training to judges and other court personnel in cooperation with the Judicial Training Board.
Support of communications
The National Courts Administration supports the courts in their communication activities.
Development projects
The National Courts Administration represents the court system in national development projects and other projects, participates in general development of the judiciary, coordinates development projects relating to the judiciary and their operations and takes part in international cooperation. The Administration submits initiatives to the government on legislation, measures and development in its field of activity.
Civil service arrangements and collective agreements
Starting on 1 January 2021, the National Courts Administration will decide on matters related to the establishment, termination and transfer of public positions and internal recruitment arrangements at the courts, and will deal with matters related to the employment relationships of court personnel in so far as these matters do not fall within the competence of a court or some other authority.
